Congress to vote on energy saving plan and two other decrees this Thursday

This week the Plenary of Congress will hold an extraordinary session to validate the plan with the savings measures and two other decree laws, as well as three draft laws:

• Law amended by the Senate last July.
• Science Act.
• The Sexual Freedom Act.

The president of Congress, Meritxell Batet, will convene the plenary session for nine o’clock in the morning on Thursday 25 August.

In accordance with the Government’s request, the agenda will include the debate and vote on the last three decree laws approved by the Government, which, although they are already in force, must be validated by Congress within 30 days of their publication.

These include the decree law on economic sustainability measures in the field of transport, which includes the energy saving plan. This Extraordinary Plenary Session will also be an opportunity for you to express your opinion on:

• The decree updating the basic legislation on forest fires.
• The decree containing the new contribution system for the self-employed.

Validation of decrees

This session will not only be for the validation of decrees, but will also be used to definitively approve the:

• Ley Orgánica de garantía integral de la libertad sexual, known as the “only yes is yes” law.
• The Bankruptcy Law.
• The Law on Science.

The Bankruptcy Law, out of time

This draft legislation envisages reforms in the insolvency field to provide agile and effective instruments to improve insolvency procedures and facilitate the maintenance of viable companies.

It also aims to transpose the European Restructuring and Insolvency Directive, a text that should have been transposed into Spanish law by July 2021. Faced with the impossibility of meeting this deadline, the government requested an extension of another twelve months, but this time it has not arrived on time either.
